Article Evaluation Process
Manuscripts that have not been previously published, are not under consideration by another journal, and have been approved by all authors are accepted for evaluation.
1. Initial Screening and Plagiarism Check: Upon submission by the author(s), the manuscript undergoes an initial screening by the Editor(s)-in-Chief to assess its formal compliance, relevance to the journal’s scope, and plagiarism status. A similarity index of no more than 20% is required. Editor(s)-in-Chief appoints a section editor according to the subject matter of the manuscript.
2. Section Editor’s Assessment: Manuscripts passing the initial screening are forwarded to the relevant section editor, who evaluates their originality, methodology, significance of the subject matter, and compatibility with the journal’s scope. The section editor prepares an assessment report and submits it to the editorial board.
3. Board Decision: The board reviews the section editor’s report. Unless there is a serious and well-founded objection, the manuscript is either rejected outright or sent for peer review in accordance with the report’s recommendation.
4. Peer Review Process: Manuscripts sent for peer review are evaluated by at least two referees under a double-blind review system. Authors are expected to make the necessary revisions in line with the referees’ feedback.
5. Final Decision: After the completion of the peer review process, the final publication decision is made by the Editor(s)-in-Chief.
Throughout the process, authors, referees, and editors are required to comply with the principles outlined in the journal’s ethics section.
Withdrawal Policy
The withdrawal of manuscripts submitted to our journal is permitted only in exceptional circumstances and under the following conditions:
For manuscripts that have been sent for peer review, a withdrawal request will be considered only if the Withdrawal Request Form is fully completed and signed by the corresponding author, uploaded to the system, and subsequently reviewed and approved by the journal’s editorial board.
For manuscripts that have not yet entered the peer review process, withdrawal may be approved upon the written request of the author(s) and the approval of the Editor-in-Chief.
For manuscripts in the publication stage or already published, withdrawal is possible only if reasons such as ethical violations, serious scientific errors, or legal obligations are deemed valid by the editorial board. For withdrawn manuscripts, the date of the withdrawal, the reason, and the author(s)’ statement are retained in the journal’s records.
Editorial Board Decisions
1. Publication Rights of Editorial Board Members: Except for the Editor-in-Chief(s), members of the editorial board may not take part in any stage of the review process for issues in which their own articles have been submitted.
2. Repeated Author Publication: More than one article by the same author cannot be published in the same issue or in consecutive issues. A new article by an author may not be included in the two issues following the issue in which their previous article was published.
